In the environmentally sensitive wetlands of the Atchafalya Basin in South Louisiana, Fairwinds provided the engineering, CAD (Computer Aided Drafting), purchasing, construction project management & inspection services required to construct and commission a new O&G facility and pipeline for Century Exploration New Orleans, Inc. Century Exploration of New Orleans, Inc. requested Fairwinds International, Inc. to assist with fast-track management of a new-build concrete production barge facility in the environmentally sensitive wetlands of the Atchafalaya Basin in Louisiana, USA. 
From scheduling through permitting, commissioning and start-up assistance, Fairwinds was responsible for the conceptual and detailed design of the barge, equipment and pipeline. This included procurement, construction management, AFE cost controls, vendor surveillance, tow and route delivery analysis, and site installation. Due to environmental concerns the following studies were conducted and used as part of the permitting process with local, state and federal government agencies to meet regulatory statutes: *Air Emission Analysis and Mitigation *Owner's Risk Analysis *Hurricane Storm and Flood Planning *HAZOP review *Risk Register Maintenance *Unmanned Reliability and Maintainability

Additional studies were conducted for Operability and SCADA monitoring, human factor interfaces and safety-in-design. This project was delivered on time, well within budget constraints and is currently producing at the owner's expectations. A new offset well is planned to tieback to the barge production facility that was designed with sufficient spare capacities. Only four months elapsed between logging the discovery well and the initial production that commenced through the new barge facility and lateral pipeline.
